    statement 1 alone isn’t sufficient as checking both -ve e.g. -3, and 3 gives the same result = R.

    statement 2 alone is sufficient as |R| = R . As |-3| = -(-3) = 3 i.e. -R that meand R is +ve ad for +ve values, |R| = R e.g |3| = 3

    So ANSWER is B – Statement 2 Alone is sufficient.

      In my last comment statement 1 isn;t suffient as for -1 and 1 it holds true so R can be either -ve and + ve. Sorry I used -3/3 as wrong example here.
