I understand that E is incorrect because has decided is the wrong verb form to use in this case, but why is B correct? "Decided" is a reporting verb, so doesn't reporting verb move all other verbs "back in time" - aka shouldn't it be "decided that Paris needed"? Why does needs stay in present form used after a reporting verb.
