In first the comparison is wrong and the choice E makes the correct comparison of the Scandavanians refusal to Italians' disregard.
B corrects the error caused by the word which. Also, it explains correctly that due to the human settlement Madagascar has become an ideal site for researching.

Actually it compares two NOUN PHRASES
The two nouns PHRASES are:
the Scandavanians' long refusal to recognise Edward Grieg
AND
the Italians' disregard for Verdi
I do not know why you said refusal is action. It is definitely a NOUN. The corresponding action word would be just " refuse"
For example,
You refuse to do something. (refuse here is an action)
We can not say: You refusal to do something.
You sent your refusal to the party. (refusal here is noun only).
