Your 700 means that your problems probably do not involve any basic misunderstanding of the material. Until someone can pinpoint exactly what your weaknesses are, it is difficult to suggest a specific course of study.
Because you have taken such an extended break from your GMAT prep, it may be helpful to take an official practice exam, to get an up-to-date GMAT score.
When taking the exam, try to replicate the test day experience as much as possible: Go to the library instead of taking the test in your house or apartment. Be sure to complete all sections (AWA, IR, Quant, and Verbal). Only take the allotted breaks.

1) Which programs waitlisted you last year? Were you able to find out any information regarding why you were waitlisted? Did these schools want to see a higher GMAT score?
2) To what programs are you applying this year?
3) Would you be open to applying for the second round if that meant you could obtain a higher GMAT score?
The answers to these types of question will help us target and address your specific needs and help you avoid laboring over material you have already mastered!
