I've ran out of questions on OG12 and the Verbal review and was considering taking up the 1000SC. I've read about the ambiguity of the 1000SC answer explanations on a lot of posts and hence wanted to know whether this a reliable source of practice? Also, who compiled this list or whats the source of this SC collection?

are the questions in 1000SC really helpful , I would like some real 750+ here to answer this , My SC accuracy is not so great around 70% , I want to improve it to 90% can someone suggest me a way for this

Please can someone can explain why the answer for Qsn 220 is A instead of D.

Q 147 out of 1000 SC
At a recent session, the French government has decided that Paris needs a second, larger opera house to complement the famous Paris Opera.
(A) has decided that Paris needs
(B) decided that Paris needs
(C) has decided that Paris will need
(D) decided that Paris has a need of
(E) has decided that Paris needed
I understand that E is incorrect because has decided is the wrong verb form to use in this case, but why is B correct? "Decided" is a reporting verb, so doesn't reporting verb move all other verbs "back in time" - aka shouldn't it be "decided that Paris needed"? Why does needs stay in present form used after a reporting verb.
