I feel like my application does a good job demonstrating my professional/academic achievements, but there is not a place where I talk about my other qualities (hobbies, social skills, activities, etc.) Is this a good place to do that or are they asking to clarify a weak GPA, gap in experience, etc?
Depends on who you ask. I wouldnt be afraid of calling the school and asking them directly if they want strictly gap in gpa.
My two cents: I dont think they mind a general essay given how its worded.
I think its open ended enough to let you write about your social or hobbies. You can preface it by saying something like "Although listed on my resume, I'd like to expand on my extracurricular activities."
Something like that.
