You need condition + that and also subjunctive mood.
Only A satsfies that.

I am not completely convinced as to why (A) is the answer. Can anyone refute (B).

B is wordy..GMAT test preparers look for compact answers.

I think it should be B. A doesn't clearly say who "they" is.

A is the answer.

On condition that + an infinitive without "to" (subjunctive mood). "They" clearly refers to "several senior officials."
