it is a parallel structure problem..

Correct chioce E..

D,E are contenders

But in D "fear of still " looking unidiomatic

correct me if i am wrong

E is correct.

include sudden downturns in the market (noun), hedging (gerund from of noun) and other investor strategies for preventing losses (noun phrase), + loosening of the interest rates in Washington (noun phrase), + and + a fear (noun) + the company may still be undercapitalized (adjective phrase modifying fear)

loosening - verb
loosening of - noun
