Sentence has modifier issue:

(A) Believed to originate from a small area on their foreheads, elephants emit low-frequency sounds that may be used [This choice implies elephants are originated from small hole on their forehead – eliminate it]

(B) Elephants emit low-frequency sounds that are believed to originate from a small area on their foreheads, and they may use this [this has referent issue. “this” can incorrectly point low-frequency or small area - eliminate it]

(C) Elephants emit low-frequency sounds, believed to originate from a small area on their foreheads, that they may use [modifier correctly placed – hold it]

(D) Originating, it is believed, from a small area on their foreheads; elephants emit low-frequency sounds they may use [what is believed? – eliminate it]

(E) Originating, it is believed, from a small area on their foreheads, low-frequency sounds are emitted by elephants that may be used [passive voice – eliminate it]

For sentences that have commas to signal inessential inof; does the modifier (that, which, who) modify the noun closest to it or the noun right before the first comma? For C, does the THAT modify SOUNDS or FOREHEADS??

--the use of "and" conjunction makes the 2 ideas present equal in stature, whereas the original sentence subordinates the idea of using the sounds for communicating with a group.
(C) Elephants emit low-frequency sounds, believed to originate from a small area on their foreheads, that they may use
--the highlighted clause is a relative clause and must use "which" to introduce itself
(D) Originating, it is believed, from a small area on their foreheads; elephants emit low-frequency sounds they may use
-- creates a sentence fragment
(E) Originating, it is believed, from a small area on their foreheads, low-frequency sounds are emitted by elephants that may be used
