I would go for C...'they' does not seem to have a clear referrent.
It could be either be the manufacturers or the outside agents.

they in A is ambiguous, C makes the reference clear.

I go with A. The semi-colon makes the parallelism clear and that "they" refers to "manufacturers"

Yes I did doubt the function of semi colon in the sentence...anyway lets wait for the official answer.

I agree with the answer, but choose to defer on the explanation. In my opinion "the former" can not be used to refer to a plural noun in a sentence. Because IMO â€œThe formerâ€
