B & C

any city includes San Antonio also. So, we should choose any other city only.

kpadma, why C is wrong for the 2nd question ?

agree with kpadma. C sounds as if it was "1992" which was a "14 percent increase"

B and E...

1) You have to exclude San Antonio while comparing...of options B,C and D only option B does this rightly .

2) We are comparing amounts and so the correct answer should be unambigous.'Which' introduces ambuguity ... only option D and E remain.
Option D is awkward and unidiomatic leaving us with E.
