A is correct
in the first shot eliminate C & E as they use reduces changing the tense form.
That brings us down to three options A,B & D

Choice B "reduced the phosphate amount that municipalities had been dumping" implies as through agreement reduced the phosphate amount that municipalities had been dumping. which is not true, agreement only covers the amount that were allowed to dump after 1972. Hence B is out

Choice D has a tense problem. Keeps the sentece in present tesne. We need past continuous here. Hence D is out. We are left with A which correctly states the authors intentions.

For Q2 D is correct
A & B are out because "from a one-page writing" sounds as though firm has a master one-page document which it uses to asses personality traits.

claim to is the correct idiomatic usage, hence C & E are out

For the first one it is 'D' - I eliminated 'B', 'C' & 'E' for the same reasons as Praveen's.
Between 'A' & 'D' - 'A' is wrong becos it uses Past Perfect 'had been', one should use past perfect only when one is talking about two different actions taking place and two different timings in the past, since the sentence is not talking about two different actions, I eliminated 'A' and stuck with 'D'.

As far as sentence 2 I will go with 'D'
