I thought it was A, but the explanation has to be :

Water and resource management problems - one can mistake these as
two separate subjects, while "Problems of water and resource management" clearly shows that we are discussing problems as a whole, and not water and some problems.

I think C is the best and here is my explanation

A) "water management problems and resource management problems" is not same as "water and resource management problems"
It looks like water will be at the head of list of issues.

B)Problems of managing - is incorrect usage
"Problems in the management" - is the correct usage

D)Looks like it says "problems of water"

E) Resource management problems cannot include water. Resources can include water.
