A looks fine.

Proposal to tax - is the correct usage.

"the proposal to tax away all capital gains on short-term
investments"
is a noun phrase

B - proposal of taxing - is incorrect usage
C - The participle phrase after the comma has nothing to modify
D - prepositional phrase has nothing to modify
E- taxing is not clear in what it refers to

All these choice make it look like "taxing away ....." if enacted .....

I hope I am right here.

I think I overlooked this one and thought "its" in A had no referent. But "its" is indeed refering to the "proposal" in which case A would be more concise
