Hi!
I think that answers should be
1.C
2.C
3.A
4.A
1. There is "having" in D so I'll cross it out. (Seriously, "having" indicates that action is completed - that is not true in our case). In E - I don't like "arming themselves".
C is better than A or B because I don't think that we should use "and they we armed only" - independent clause to convey clearly subordinate sentence.
I vote for C.
2. I think that in this case we should use "a higher number" because it is A number ( such as 1,5 per capita and so on). So B and D are out!
E is "O My God!" - leave it.
In A - than ANY large city - which means including Los Angeles - OUT
I think it is C.
3. "Which" should be as close as possible to modifed object. In this case it is "Integration" -> so we have only A and E to choose from.
in E - "significantly" used improperly.
I think it should be A.
4. C,D,E are wordy and awkward.
We have A and B to choose from.
I think that we should use Past Simple because the action is completed.
Past Simple + during - is OK!
I think it should be A.
PS I sought these questions somewhere. Are they from GMAT+?

C is the answer... really dont know how to explain this.

4) Answer to 4 is B. Usage of "during" was new for me...

The rule of WHen it happened, What you did is preferred. So C is better than A. Armed ONLY with better than only armed with so eliminate other...
