(B) New Jersey’s is one of the five highest numbers in reporting
(C) New Jersey has a report of one of the five highest numbers of
(D) New Jersey has one of the five highest numbers of reported
(E) New Jersey reports one of the five highest number of

Ans is - D

John's shop is across the raod

so after possessive we need a proper noun; and possesive always says about condition whose is belong to this.
thus we can eliminate -A, B
New jersey can not report so eliminate -E
New jersey can not has a report eliminate-C

so we pick -D
and - one of the numbers is not wrong.
one of + superlative/plural
e.g :One of the boys (plural) is ill

IMO B

1. five highest would require the presence of numbers
2. New Jersey has (a number) doesn't sound right!

Why "New Jersey can NOT has a report?
so we pick -D
and - one of the numbers is not wrong.
