B seems correct, compared to is correct idiom. Its just wordier than D. I felt that "just one in six" seems awkward.

compare to/with are both right but here we have similar things and have to use ~ with.

Please, correct me if I'm wrong.

(D) is wordy but correct

(B) uses "were" incorrectly at the end to refer to "one in six"

compared with since babies are being compared.compared to is used say for eg his brain is compared to a human brain...(tired of this eg...)..that is when want to differ different identities whereas with for same.....babies here....

yes we used compared with for similar objctes and compared to for different

One more addition here. "compare with" is used when emphasizing differences whereas "compare to" is used when emphasizing similarities. D is therefore the best choice.
