I've been off these boards for... almost a year, but it's good to be back. I've been following some of the discussions, though. Quick question... are test-takers allowed time before the GMAT exam to get familiar with the test system? You know, to know how to use the mouse, get used to the icons, that sort of thing?

Test takers are allowed to do whatever you have mentioned above.
But, IMO, it is a very bad idea to leave these things for the test date. There are many books and software that can help you gain expertise in these things before the exam and I suggest you take a look at them and not leave this for the D-day.
Take a look at the OG and PowerPrep software. They will teach you all the necessary skills and be sure to practise too.
