Yeah excelgmat....if you would give it just to break the 700 barrier, I feel 690 is not very different from 700

If you feel you can get 30-40 points more, only then would I give it again

Depends on your target school. It is always better to be above the average Gmat of your target school. If other parts of your application are not exceptional
