Hi,
Congrats on your 700 GMAT score. It sounds like your work experience, while limited, is of interesting quality, and running your own NGO is an added point of interest and demonstration of leadership and dedication. The GMAT is respectable, but still with less than 2 years of work experience and a lower-than-average GPA, your chances at top 25 schools would be slim. You could try for schools with an average GMAT of 650-675 or less as your GMAT will stand out in that group of applicants, or consider waiting another year and gaining additional experience to bring to the table. You can always certainly give it a try, but knowing that the likelihood is small and you would have to have an outstanding application in every way possible with the lower GPA and fewer years of experience.
