I believe it is choice E.

I also chose E.

(B) as having walked => comparisons does not make sense here
(C) as if walking => same reason with A
(D) as if they would have walked => future in the past, this tense is incorrect.
(E) as if they had walked => Correct one.

I dont have a concrete reason but this is what i think

the soldiers were as soaked as if having walked through a rainstorm

here "as" is used as conjunction [compare 2 clauses]

If in exams might have gona for E
