Probably, you must have referred it from 1000sc, only in 1000sc it is A, but the same problem is in OG 11 th edition. where OA is D, 1000sc has many questions with wrong OA.

I pick A.
B, C are wrong for using 'phosphate amount'. it says municipalities are dumping 'phosphate amount' not 'phosphate'. E wrong for awkward construction ..'for dumping'
it is between A and D. A is better than D here in telling Municipalities were dumping the Ph before the agreement

1000sc has many questions wrong??? that is very disappointing!!! i was using it to improve my verbal skills... Does anybody recommend other source to improve sentence correction skills?? (i have already done OG, and would like to going further).

Hi noboru, the questions are not wrong, they are worth practising, only the OA cant be reliable, so what you do, you search in gmatclub the particular question (almost all the 1000sc questions are already discussed here) to decide about the Correct Answer, by this way you will get to know the correct answer, as well as a lot of discussion why other answers are wrong, the last point is very important in SC preparation Here is a link for some of 1000sc which has wrong OA, and the correct answers to them.. http://www.urch.com/forums/gmat/27211-i ... c-doc.html
A – past perfect indicates that municipalities will never be allowed to dump again. Moreover, agreement cannot reduce something that had been (allow end that reduce?) B and C – never use quantity/time period in forms of adjective E – awkward structure (passive) – dumping by muni or allowed by muni.
