Answer is B.

Statement 1: This tells us only enough to know that c and b are consecutive integers.

Statement 2: This is sufficient. Because we know that a, b, c and d are all integers, if the difference between d and a is 3, then d-b = 2, and d-c = 1. Therefore, this is sufficient.
