I almost got it wrong!
Your questions are really good, as simple as they look, nevertheless they have traps.

Ans: 75

(15/2) ( 2+3) * 2 = 75

E)
L = 3/2W
L = 3/2 * 15 = 22.5
2L + 2W = perimeter
2*22.5 + 2*15 = 45 + 30 = 75

Ratio = 3X:2X

2X=15
X=7.5

Sides :22.5 and 15

Perimeter: 2(L+B)
=2(22.5+15)
=2(37.5)
=75

I also got 75.

But the question should specify that the width of the frame is negligible.
