A city with narrow streets has passed a law to deal with a severe traffic congestion problem, which is largely attributable to the presence of commercial vehicles making deliveries to businesses during the day. The law, which bars large trucks from the city between the hours of 8am and 6pm, will force deliveries to be made outside the hours of peak traffic, thus relieving the congestion.

The strategy to reduce congestion in the city discussed in the passage above assumes which of the following?

Id go with A on this one. Was tempted to go for D, only to realize that its not a necessary assumption, but rather a trap:)
