A is out of scope.
C is also out of scope (we don;t know anything about low performing employees)
D just restates a premise. The survey data indicated that employees who received high ratings were very satisfied with the system.
E is irrelevant. Whether the employees were motivated or not does not matter to us.
The answer has to be B. The key is that the premise talks about the high ratings while the conclusion talks about the perfomance.

Key is for the answer to draw on the two pieces of the data in the statement 1) The survey data indicated that employees who received
high ratings were very satisfied with the system. 2) The
personnel director concluded from these data that
the company's best-performing employees liked the
system.
B does this

How can one be sure that the ratings are appropriate and only the best employees got the highest ratings? Anybody who gets high rankings will be satisfied with the system. Won't you?
