IMHO, only B addresses the fact that the director considers employees with high ratings as the best performing ones. In his mind, there's an equal sign between the two categories, an assumption that is formulated in B.

A. nothing in the text suggests that this system was the best; quality of systems not discussed

C. not necessarily; we're told that those who received high ratings were VERY SATISFIED with it. What if the others are just satisfied or indifferent? They don't have to hate it; there are other "degrees" of liking between extreme satisfaction and hate.

D. the director does not generalize this in any way.

E. did they even know that their performance was rated? What if it was a surprise "office raid", so to speak? You don't know for sure.

How the company manager know that the company's best-performing employees are the employees who have high ratings. Answer B fills the gap.
