A department manager distributed a number of pens, pencils and pads among the staff in the departments, with each staff member receiving x pens, y pencols and z pads. HOw many staff memebers were in the departments?

1) The numbers of pens, penco;s and pads that each staff member received were in the ratio of 2:3:4 respectively
2) The manager distributed a total of 18 pens, 27 pencils and 36 pads.

Statement 1 and Statement 2 although look different but are same. Both indicates that x:y:z = 2:3:4.

Now you can have 1 staff member, 3 staff member, or 9 staff member, to satisfy the above ratio. So they are insufficient.
