IMO D

"there is/are" constructions are to be avoided as per GMAC...option C uses "there is"

ther must be more concrete reason as to why D is correct..but this is my way of looking at it :roll:

Answer is D

Discussion may be begin acknowledging that there is already a preexisting independent Western europe.......a discussion needs to acknowledge the fact is what the author is suggesting and not to discuss on the fact that there is an independent europe

are you sure where ever we get there is / are construction ..its wrong....Is this the only reason

no there are exceptions to this rule as well...i think i happended to see a post today in which "there is/are" constrution was correct...i told you there shud be more concrete reason as to why D is correct

my way of looking at why D not C is that you can begin a discussion by stating or doing something, you cant begin with a fact....isn't a discussion initiated via a stating a subject not the subject itself?

I believe in GMAT, 'the fact is' is considered wordy.

This is exactly what I thought!!!

A discussion must begin........ Now a discussion will begin with some action (a verb is required it means), so "by acknowledging" uses that action.

In C, "with the fact" represents a noun which do not fullfill the purpose.

A discussion must begin with a statement of something not with a fact. The usage of the fact that... is also usually wrong in GMAT so D is right Eliminate A and B because of being the existence compensate the meaning of being. So it is right

"There is" is not preferred in gmat?
"the fact that" is not preferred in gmat?
Is this a construction problem?

it is definitely between C and D.

A discussion of our nations foreign policy must begin with the fact of there being an independent Western Europe which now thinks of itself in trans-nationalist terms.

C. Any discussion of our nations foreign policy must begin with the fact that there is - it would be very awkward to say that there is an independent western europe

D. Any discussion of our nations foreign policy must begin by acknowledging the existence of - correct

I think this question is about CLARITY, D is preferred to C because:

C. Any discussion of our nations foreign policy must begin with the fact that there is...begin with the fact doesn't make much sense when linked to the rest of the sentence, think about it.

D. Any discussion of our nations foreign policy must begin by acknowledging the existence of...makes complete sense as it states that the existence of western europe must be acknowledged,taken into account, in order for the discussion to begin.

Just my OPINION!

well the implied meaning of C is that discussion have to start with the topic of 'There is western europe", which doesnt seem to make sense

I think its D.
The usage "of the fact that' is considered wordy. That aside, discussion cant begin with a fact.. isnt it illogical to discuss a fact?

I think D is purely because of better clarity than C. when you read rest of the sentence we get the hint. "an independent western europe ...now thinks of itself in trans-national....". "now thinks" is current opinion of a group not a fact as called out in C

Think this way - what's the point of having a discussion if it is already a fact. Its illogical.
eg...."Earth is round". Should we just acknowledge it or start a discussion whether its a fact or not!!!!
