My attempt:

When the couple have their 2 kid, their eldest kid will he J years old.

Hence the number of kids = t/j + 1 (new born infant).

= j/j +1 ==> 2

When the couple have their 3rd kid, their eldest kid will be 2J years old.

Hence the number of kids = t/j + 1 (new born infant).

= 2j/j +1 ==> 3

The +1 is for the new born infant.
