(A) all their members do not meet the five-year residency requirement
(B) not all their members meet the five-year residency requirement
(C) 'requirement of' should be the correct idiom
(D) awkward sentence
(E) awkward sentence

Between A and B, I take B for being more concise.

(B) implies that one or two members do not meet the residency requirement. In (A), we could easily misunderstand the sentence as meaning that most members do not meet the requirements.
