I go with C

"(C) The average citizen of Town S spends less time reading newspapers than does the average citizen of Town T. "

How does this weaken the argument?? If they spend less time reading newspapers than the average citizen of Town C you are assuming there is a correlation between time reading newspapers and being better informed about world events.

What if the People in Town T all are in kindergarten and cant read??? and what if the people in Town S are all super geniuses ??
