This is a subject verb agreement problem again. The subject here is "group"... "of students" is just a description of the group. Whenever you see an "of", just check if it is meant to confuse the subject. Thus to agree with singular subject "group", must be a singular verb "has".

eliminate (B) and (D) for the use of "have" instead of "has".

Now start reading A, C and E in parallel.

"has been selected" is correct in all three. Then (A) says "for testing". It should be "for testing of" or simply "to test". Thus accept C and E and reject A.

C - "notepad to be built on"..."which are also power stingy".
E - "notepad being built around" ... "green, power stingy".

E is more crisp and C is unnecessarily wordy. "which are also" is not required when comma separated characteristics can be mentioned.

Thus E is the correct option.

A group is singular hence eliminate B,D.

Eliminate C for change of meaning - testing will only be done on something that has been built or being built, also unless it is built we dont know how much electricity it uses.
in A and E , looking at the end of sentence we'll notice E correctly compares electricity used by the new chip to that used by current computer chips.

E is correct.
