(A) is fine as it is.

(Please fix the underlining, as it's misleading )

A for me.............. Two reasons

1. A group ...... believes
2. Follows the pattern "not to be ..... but to be......"

'A group of ~' is always singular, or does it depends on the meaning?

The sentence uses a plural verb in the first part of the sentece...who have begun...

Shouldn't it be has.

a) believes that the park needs not to be redesigned but to

"A group believes" .. subject-verb agreement , after removing "middleman" as per MGMAT.

why plural is used in the question itself "a group of students who have begun" ?
shouldn't it be "a group of students who has begun"?

Here

A group.....believes should be a perfect match (Sub-Verb agreement)
Now comes students ....Who have not has .....because its not "A group"who can never begun to clean up Frederick Law Olmsted's Morningside Park ...Its the students so have would a perfect match (Again Sub-Verb Agreement)......

May it helps clear your doubt....

Really? A group is singular? How come?

I remember MGMAT guides

The number is singular
A number is plural

Any comments on this?
Thanks

Cheers
