E it is

it calls is the correct qualifier for the institute, so that narrows it to C or E

reasons is plural and should be used

and the OA is?

I'll go with C ... sharp declines in X and Y ..... represents ONE thought and i believe it's singular.

I agree with dwivedys. 'sharp declines in X and Y' is one reason.
So C it is.

I picked C because E was missing a "the"

I will go with E.

I think in C .."reason" is wrong(singular).

land-use planning institute cites blah AND blah, ...as major reasons to set aside XYZ..

NUP,
Always remeber to use the definite article "THE" only if the word that follows it is "SPECIFIC" e.g. THE Netherlands. In the Q, Major reasons is not specific.
