Absolutely C. Here the use of the -Ing form is perfectly used to express the result of the main clause. In light of this, I eliminated answers B and D straight away.
A is incorrect because of illogical comparison. economic health is compared to five years ago.
E is incorrect because we don't need the preposition "in" here.
C correctly uses the -Ing form to express the result of the main clause and also maintains a logical comparison.
