(B) I thiink this is the correct answer. "Same ... as" is indiomatic and the analogy between the letter and The Adventures works.
(C) "same ... that" is not right here.
(D) "as" should be replaced by "when". The whole sentence becomes kinda awkward...
(E) The analogy b/w the book and the letter is lost: it sounds as if The Adventures wrote some letter and Twain wrote another letter in the same year (of publication). Ambiguous.
My choice is B.

Were is incorrect, as the "The adventures..." is a single book.
(B) A letter by Mark Twain, written in the same year of publication as The Adventures of Huckleberry Finn,
while the inconsistency of the "were" in the original sentence is removed, this option creates an inconsistency between "written" and "publication"
(C) A letter by Mark Twain, written in the same year that The Adventures of Huckleberry Finn was published,
this removes the original error, and does not create any new error - in my opinion - the best choice.

I think I see now that there might be something wrong with B.
Still, "same ... that" in C doesn't sound right to me in the particular case. "When" instead of "that" would make C my choice.
Sticking with B. Waiting for OA and OE

I'd stick with B. Choice C does fix the "were" error but is written in the passive voice.
