I don't get your question about whether the idiom is correct? Can you elaborate?
C is the right answer by the way. A letter by Mark Twain is modified by written in the same year ... and was published is correct as the book is singular.

A is wrong because it uses 'were' and "The adeventures of Hukleberry Finn" is singular. I think 'that' is more appropriate than 'as'.
