(A) that they will, or could,
(B) that they would, or could,
(C) they will be or could,
(D) think that they will be or could
(E) think the power stations would or could
'A', 'C' & 'D' - 'will' in these sentence makes it sound like they are sure about making nuclear power stations safe.
'B' - Not sure if 'they' refers to nuclear power stations or majority of the international journalists.
'E' - looks good.
