C..

Forces could be repeated but it does not mean that it will cause disaster. C explains clearly that such forces can again be disastrous.

It's between A and B. 1.5 min. Use of present participle in B is used to describe a present condition while we are talking about something which happened in the past. Simple past is best in A. In C, the first "that" has no referrent

I'll go with E

The question sounds distantly familiar to me and the key thing here is that it is not the FORCES that can be repeated but the DISASTER

C is wrong because "overlooking" needs a noun (to overlook smth)
