I would say (A)
"A large number of the neighborhood’s residents are unable to travel outside their locality to gain access to recreational facilities".
Clearly if people can't travel to other locality after the center is closed, then it would leave the neighborhood without an access to a recreation center.

I would say A supports the argument of the resident.
But what about B? How does it weaken the argument?

I guess that (B) "Children, the main users of recreational facilities, make up a disproportionately small segment of the neighborhood’s population."
Weakens the argument because if a small segment is the main user of the center , so the center isn't a "necessity for this neighborhood".

A) people are unable to switch to another recreation centre in the city outside of their neighborhood. Clear strenghens the argument. Best Answer
(B) Weakens the argument that this neighborhood has the largest number of users.
(C) Weakens the argument, because the recreation center is not used
(D) Weakens the argument, because there is no interest
(E) Weakens the argument, because people have other interests.
