take "per milligram" out of the sentence

But C wins for me.

price at which >> here which has no clear antecedent and creates a confusion...which price? the higher price or the price of another product?

What is the source of this question? I saw this question (at an unknown source) with an OA of D and I want to verify that your source is better.

Saw it on GMATPREP. OA is C.

In my view, C and D are both grammatically correct. C wins because it is more concise.

C is correct.

three times the price that the drug's maker charges.

Remove per milligram from the sentence and then check the sentence construction.

I had the same question as the rest. What makes THAT more correct than OF WHAT?

Both sound ok in the sentence. Are there any specified rules when using these forms?
