D and E is verbose.

out of A, B and C,

B appears to be more concise.

I think B can be ruled out because likely needs to be followed by 'to be' hence it should be A

Both A and C seem fine to me. Can some one explain why C is wrong??

C has a couple of issues...

There is a big difference between "can not " and "unable".

Cannot means that he is not capable of

Unable means he is capable of but because some restriction, in this case time, he is unable to...

Moreover LIABLE and LIKELY.. choice of words... LIKELY fits here and somehow LIABLE seems to indicate some liability to something... just does not sound good.
