A private bus company gained greater profits and provided bus service to the area at lower fares by running buses more frequently and stimulating greater ridership. Hoping to continue these financial trends, the company plans to replace all older buses with new, larger buses, including some double-decker buses,.
The plan of the bus company as described above assumes all of the following EXCEPT
(A) the demand for bus service in the company’s area of service will increase in the future
(B) increased efficiency and revenues will compensate for any new expenses the company incurs
(C) the new buses will be sufficiently reliable to ensure the company a net financial gain once they are in place
(D) driving the new buses will be no more difficult than driving the buses they are to replace
(E) the larger, double-decker buses will not face obstacles such as height and weight restrictions in the bus company’s area of service

(C) Since the company is replacing old buses with new buses, it assumes that the new buses will be sufficiently reliable to ensure the company a net financial gain once they are in place
(D) This reasoning has no relationship with the paragraph. Even though driving the new buses will be no more difficult than driving the buses they are to replace, it has no bearing on the frequency of trips or revenue that company will generate. Hence this choice is irrelevant
(E) Since the company is purchasing the larger, double-decker buses, it assumes that they will not face obstacles such as height and weight restrictions in the bus company’s area of service. If the new buses in fact are too big to, say, go under a bridge on the route of the bus, it will disrupt the bus service and possibly lead to decreased revenues

It has to be B or C.
I think C is too farfetched for the company to assume. How can only just rely on new buses to ensure a net financial gain? That would depend on many other variables as well.
So, I'm going with C

The answer is D,
The driving the bus is not a concern for the bus company.. They are concerned with the rules and regulations as well as the profit which will be generated once the plan is implemented.
