In option (d), what does the " to curb potential fraud" modify?. In general, how do one identify the "subject" when there are two modifiers separated by comma?.

A places when they vote to curb potential fraud -ambiguous meaning. Eliminate
B places when they vote, to curb potential fraud - Clear meaning. Hold
C places, when they vote to curb potential fraud - Incorrect Meaning. Eliminate
D places, when they vote, to curb potential fraud - Here "when they vote" is a dangling modifier as it cannot modify places (places do not vote). Eliminate
E places, to curb potential fraud by voting - Incorrect meaning.Eliminate

when they vote, in d is a dangling modifier, we cant have that in GMAT. +1 for B

The big problem in this sentence is the meaning. Seemingly, only B is the correct intended meaning of the author.

Hi guys,
Can anyone cite a grammar rule making B correct ?
I don' think A has any grammar problem and it meanings is clear
"A proposed law would require people to bring photo ID to polling places when they vote, to curb potential fraud"
What is the Subject & function of the clause behind the comma ?
