In D , the clause " when they vote " seems to modify places rather than people . In general - modifier should be asclose to what it is modifying. A,C,E are out for meaning . So hecnce B remains and is gramatically correct also! Hope that helps:D Posted from my mobile device

Somewhere in this forum I read that Infinitive is not preceded by COMMA. B. places when they vote , to curb potential fraud And if my memory is not wrong the post was written by MARCAB.

Yes its correct that an infinitive should not be followed by an infinitive, infact thats what so far I learnt. D changes the meaning by making "when they vote" to non essential when it should not be a "non-essential". B retains the meaning and is hence correct. Hope that helps.

@Marcab But if I am not wrong ,somewhere in this forum I read your post which said that. An Infinitive cannot be followed by a COMMA . Plz clear the air. Rgds.

Remember, this is not an official question. In official ones, an infinitive will not be followed by a comma. The rule is valid for official questions but can't say the same for non-official ones.
