A recent study has found that within the past few years, many doctors had elected early retirement rather than face the threats of lawsuits and the rising costs of malpractice insurance.
(A) had elected early retirement rather than face
(B) had elected early retirement instead of facing
(C) have elected retiring early instead of facing
(D) have elected to retire early rather than facing
(E) have elected to retire early rather than face

OG (verbal review, 2nd ed.) says that the doctors have chosen x rather than y - the x and the y must be parallel and correct answer is E. Why not C? Any help appreciated.

C will not be the answer because The study revealed a fact which still holds true. So it should be have and not had.

A recent study has found that within the past few years, many doctors had elected early retirement rather than face the threats of lawsuits and the rising costs of malpractice insurance.
(A) had elected early retirement rather than face. "had elected" - Tense is past perfect. But main verb is "has found" is present tense. So tense dont match.
(B) had elected early retirement instead of facing. Same as A
(C) have elected retiring early instead of facing. "retiring" Vs "of facing" not parallel
(D) have elected to retire early rather than facing. "retire" Vs "facing" not parallel
(E) have elected to retire early rather than face. Correct. "retire" and "face" is parallel. Tense is present.
