E it is, although C is very tempting.
I read somewhere that verb "impact" should not be used without "to have" in formal english. I think its between D and E.
Between D and E, E is using the proper idiom "possibility of having something"......

It's between C and E.
In C, "impact" is used as a verb.
In E, "impact" is used as a noun.
Moreover, "possibility of having" is a correct idiom which is present in both C and E.
I would go with C for active voice and ||ism.

Tough call between C and E.
Picking C for ||ism (thats the only reason I can think of).

.... could seriously impact.... sounds more concise than the other choices.

It should be either C or E.
I will go with C since, in GMAT crisp answers are prefered than wordy ones.
