A recent survey of all auto accident victims in Dole County [#permalink]

A recent survey of all auto accident victims in Dole County found that, of the severely injured drivers and front-seat passengers, 80 percent were not wearing seat belts at the time of their accidents. This indicates that, by wearing seat belts, drivers and front-seat passengers can greatly reduce their risk of being severely injured if they are in an auto accident.
The conclusion above is not properly drawn unless which of the following is true?
(A) Of all the drivers and front-seat passengers in the survey, more than 20 percent were wearing seat belts at the time of their accidents.
(B) Considerably more than 20 percent of drivers and front-seat passengers in Dole County always wear seat belts when traveling by car.
(C) More drivers and front-seat passengers in the survey than rear-seat passengers were very severely injured.
(D) More than half of the drivers and front-seat passengers in the survey were not wearing seat belts at the time of their accidents.
(E) Most of the auto accidents reported to police in Dole County do not involve any serious injury.
I have no clue how to think through this one. Can sombody help me?

The passage states a fact that 80% of the sever accidents were because of not wearing seat belts. And then concludes that drivers and front seat passengers should wear seat belts. Now we are looking for an answer which shows that most of the severly injured drivers and front seat passengers were not wearing seat belts at the time of accident. (D) does that.

I believe it should be E. Only E can show that counting all drivers involved in the accidents, the injury rates are low. This is in contrast with those severely injured (80% of them did not wear seatbelt).

I think D too.
Let us say there are 100 people in the survey (all of them involved in the accident).
Let us assume 20 of them were severely injured.
80% of the severely injured were not wearing seat belts which is 16 and 4 were wearing seat betls.
Now 16/50 who didn't wear seatbelts and were severely injured. On the other hand only 4/50 who did wear seatbelts were injured.
D. makes the comparison even.
Let us say, 90% of them were not wearing seatbelts (10% of them were wearing seatbelts) the numbers would be 16/90 vs 4/10, which would seem that the people who were wearing seatbelts had the higher risk of serious injury!

....the fact presented is > 80% of the seriously injured were not wearing seat belt. .....IF > 80% of the people in that county did not generally wear seatbelts then this means that the seat belt is not doing anything special to protect. Only B addresses this issue.

Because if you place C in between of first sentence and conclusion, it looks like there is a good flow of his argument..

---- Irrelevant , it takes about a specific set of data..not the general case.
(C) More drivers and front-seat passengers in the survey than rear-seat passengers were very severely injured.
--------- Tempting, but doesn't contradict/support the passage in any way.
(D) More than half of the drivers and front-seat passengers in the survey were not wearing seat belts at the time of their accidents.
------------ Merely restates the premise in a different way.
