Sentence has “as … as usage issue”
(A)as compared to households where the [as … as is used as compared to clauses. An extra compared to is redundant – eliminate it]
(B)as there are households where the [hold it]
(C)as those whose [ whose has no clear referent issue – eliminate it]
(D)than compared to those where the [as than – unidiomatic – eliminate it]
(E)than there are whose [as than – unidiomatic – eliminate it]

Answer: B
